
Garegin Manukyan is one of the founders and the President of the Armenian Center for Civic Initiatives “Sparapet”.
He worked as a senior governance and public administration officer at the United Nations Secretariat from1997 to 2023, leading a team which backstopped technical cooperation projects, conducted research and prepared various publications. He was primarily responsible for the provision of advisory support and project development and management services to UN Country Teams and national counterparts to strengthen governance and public administration, particularly in East/Central Europe and the Commonwealth of Independent States. For a number of years he had been responsible for planning and co-ordination of program and project activities in the Division for Public Institutions and Digital Government of the United Nations Department of Economic and Social Affairs.
From 2001 to 2003 he worked as a Chief of Trust Funds of the United Nations Mission in Bosnia and Herzegovina in Sarajevo.
During the period from 2009 to 2011 and 2015 to 2017 he worked in Ashgabat, Turkmenistan as Head of administration of the United Nations Regional Centre for Preventive Diplomacy for Central Asia. Before joining the UN Secretariat in New York, he spent several years administering one of the UNICEF field offices and working in the government and private sector of Armenia.
